BUILD
Builds infrastructure on your planet or in your cartel to enhance the economy.
Usage: BUILD infrastructure [commodity]
Parameters: 'infrastructure' is the type of infrastructure you want to build
'commodity' is a parameter needed for some builds, specifying which commodity should be enhanced by the build
Example: build heliograph woods
Cost for planet builds: 10 meg.
Cartel build costs vary.
Restrictions: Planet-owners and plutocrats only. POs must be on the planet.
Some builds can only be built at certain levels; some can only be built after other builds.
