OFFER
Offers a hauling job to a Commander or Captain, with the goods coming from the exchange of the planet you are on.
Usage: OFFER playername JOB commodity planetname
Parameters: 'playername' is the recipient of the job
'commodity' is the goods to be shifted
'planetname' is the destination planet
Restrictions: you must be on one of your own planets. You cannot offer jobs if you are still a member of the Sol cartel. The recipient must not already have a pending job offer.
