Upgrades airports on a leisure planet so they can move workthings between planets in the star system.
Usage: UPGRADE AIRPORT
Cost - 5 slithy toves.
Restrictions: you must be a magnate, and you must have built ten airports.
Once the airports are upgraded, use the ASSIGN command to move the workthings.
