FEDERATION 2 WORKBENCH
In order to promote to the rank of Founder, players need to have a star system linked into the game. You can use the auto-link feature to get a stock planet (as described in the Idiot's Guide to Federation here) or you can use the Fed2 Workbench to design and build your own planet.
The Workbench is a set of editors with a graphical user interface that lets you lay out the map and provide information for the locations, write messages to use on your maps, design objects, write events and check your planet for errors.
