Coal power

Description:
Coal mining includes both deep and strip mining. A useful source of both energy and raw hydrocarbons, it is one of the easiest to obtain and use, simply by burning it. However, both the obtaining (especially through strip mining) and burning of coal cause extensive pollution and atmosphere control problems.

Effect:
Each build of coal power boosts the efficiency of all industrial commodities by 1%, up to a maximum of 5%.

Each build will generate 2% dissatisfaction for resource and industrial level planets unless it is offset by an otherwise unused pollution control build and an unused atmospheric control, each dealing with 1% of the problem.

Duration:
Coal power can be built at resource and industrial levels. It is superceded at biological level, when the builds vanish. Coal cannot be built at tech level but the builds will remain in operation, however the pollution will vanish because at this level coal is used as a raw material, not an energy source.

Command:
'BUILD COAL'. You can remove the build with 'DEMOLISH COAL'.
