MANUAL UPDATES

With a major new piece of code added to the game, the manuals have all been updated. In the Idiot's Guide, there's a new section for Plutocrats as well as information in the PO section about joining a cartel.

Other changes are to the page that lists promotion requirements and the page about hauling cargo which explains about workboards being cartel-based.

The commands pages have been updated with the new commands: ACCEPT, REJECT, DISPLAY CARTEL, DISPLAY CARTELS and JOIN CARTEL.
